BANGOR, Maine — The Bangor City Council has voted to move forward with an ethics investigation following months of internal controversy, resignations, and public disputes.

Just days before Rick Fournier was appointed the new City Council Chair, replacing Cara Pelletier, councilors approved an investigation into whether members violated state law by discussing potential disciplinary actions in private.

The investigation was prompted by Councilor Joseph Leonard, who was formally censured earlier this summer for comments directed at then-City Finance Director David Little, who later resigned.
