The "maze" that is the NSW planning system is set to be overhauled as part of the biggest reforms to the process in almost 50 years.

The proposed centrepiece is a "single front door" authority to provide advice on development applications on behalf of all government agencies.

The complexity of the existing planning system was "intolerable" and a barrier to new housing, Premier Chris Minns said on Wednesday.

"To build a house, to build an apartment, you have to run through that maze," Mr Minns said.

"At the moment, in some instances, [builders] have to go and collect approvals or reports from 20 different government agencies.

"With this change, there will be one door to knock on," he said.
