Plans to develop a Walmart neighborhood market may have been struck down by Edmond’s City Council, but the developer plans to force a different decision in court.

It’s a repeat situation from a decade ago when a previous developer tried to develop the same area of land on the northwest corner of Covell and Coltrane. At the time, Edmond’s Planning Commission and City Council rejected plans for the Walmart. Developers took the issue to district court, which ruled in their favor.

The city and a nearby neighborhood appealed. Ultimately, the Oklahoma Court of Civil Appeals issued an opinion affirming the lower court’s decision.

But now, a new developer who bought the land earlier this year finds themselves in the same situation.
