MARTINSBURG — Members of the Martinsburg-Berkeley County Chamber of Commerce’s Government Affairs Committee heard an overview Wednesday on the work of the Berkeley County Development Authority (BCDA) from its director, Jennifer Smith.

Development authorities across West Virginia were first authorized by the state legislature in 1977. Each is structured as a nonprofit organization, overseen by a board of directors with appointments made by county commissions.
