The police shooting that killed a man near Highway 30 in Columbia County on July 20 was justified, the county district attorney’s office has determined.

Kyle Graham, 47, had fired at Columbia County Sheriff’s Cpl. Seann Luedke before Luedke shot him, prosecutors said Wednesday.

Washington State Police had tried to stop Graham when he was allegedly speeding on July 19, but he got away, fleeing into Oregon, prosecutors said. The next day, police learned Graham was driving again and several agencies gave chase.
