PORTLAND Ore. (KPTV) - Oregon’s bottle return program is getting an overhaul, with new laws giving community-run sites a larger role. Supporters say the changes benefit canners, while some small businesses argue the rules aren’t fair.
At the People’s Depot under the Morrison Bridge, cans and bottles are counted by hand and cashed out immediately. For many canners, that payout is crucial.
“It’s what I do to survive out here,” said Gypsi Spirit, who relies on the cash returns.
