A move is underway by one councilwoman to address what she says is the “oversaturation” of health clinics in Baltimore City.

Baltimore City Councilwoman Phylicia Porter said the bill is focused on data that shows too many behavioral health treatment facilities, specifically in her South Baltimore district.

“This oversaturation is not balanced across communities, and some corridors are overburdened while others have little access at all,” Porter said.

It’s also to align zoning and address what she calls unintended community impacts, such as crime and instability.

“This ordinance is not about denying care,” Porter said. “It is about ensuring that care is delivered with equity, intentionality and quality.”
