FRONT ROYAL — The Samuels Public Library Board of Trustees hosted its fifth Q&A forum Wednesday evening, a day after Warren County redistributed the remainder of its library services budget to other departments, ensuring that Samuels will not receive funding under the county approved budget for the current fiscal year.
