California Democrats introduced a bill into Congress on Thursday to ban mid-decade redistricting.

Yet the bill’s chief sponsor, Sen. Alex Padilla, has come out in support of Proposition 50, the Democratic effort to redraw California’s Congressional map to oust Republicans.

The big picture: Padilla and Rep. Zoe Lofgren (D–San Jose) introduced the Redistricting Reform Act to Congress, which would ban mid-decade redistricting and require every state to have independent commissions draw Congressional maps moving forward. • The act is also led by Senators Adam Schiff, Raphael Warnock and Angus King. • Each independent commission would be required to have 15 members evenly divided into three groups: majority party, minority party and unaffiliated members.
