NEW HAVEN, CT (WFSB) - Immigration enforcement officials announced on Friday that they lodged a detainer for a man accused of sexually assaulting a jogger in New Haven.
ICE said Ludvi Carias-Interiano held a box cutter to the woman’s throat during the assault on Aug. 9 near Fort Hale Park .
It said he was in the country illegally.
It also said the detainer should prevent his release. It pointed out that he had been deported twice before the most recent assault arrest.
ICE blamed the state’s "Trust Act” for severely limiting law enforcement cooperation with ICE, which effectively made Connecticut a sanctuary state.
