Gov. Greg Abbott on Wednesday signed a bill that will allow private citizens to sue anyone who manufactures, distributes, mails or provides abortion medication to or from Texas. It will take effect on Dec. 4, 2025.

Successful plaintiffs would be awarded at least $100,000 in damages. If the plaintiff is not directly related to the fetus, they would only be entitled to 10% and would have to give the remaining money to a charity of their choosing. Women taking abortion pills would not be eligible to be sued under the bill, nor would women who take them after miscarriages.

The Senate voted 17-8 to pass House Bill 7 on Sept. 3, which then headed to the governor’s desk. Similar legislation sailed through the Senate during this year’s regular legislative session, but died on the House floor.
