GREEN BAY, Wis. (WBAY) - A plea deal was reached for a Green Bay man involved in a crash that killed two people in Allouez in July 2023.

As part of the agreement, Kelton Snulligan, 24, pleaded no contest Friday to five charges, including Homicide by Intoxicated Use of a Vehicle and 2nd Degree Reckless Homicide. Three charges were dismissed, while others were read into the court record.

According to prosecutors, Snulligan was under the influence and driving at a high rate of speed when he crashed into Luis Rios-Alvarado and Trevor Herman, who were turning left onto Allouez Ave.

Snulligan’s car came to rest near the gas pumps at a Kwik Trip near the corner.

One of the passengers in Snulligan’s car said he was rushing her friend to the hospital for suspected alcohol poisoning.
