State prison officials are placing all the blame for the Christmas Day killing of Corrections Officer Andrew Lansing on one man: inmate Rashawn Cannon.
The Ohio Department of Rehabilitation and Correction on Sept. 19 released its internal review of the attack. The department concluded that Ross Correctional Institution was fully staffed, personal alarm systems were functioning, Cannon wasn't on any intoxicating substances and his security classification was appropriate. While Lansing, 62, was working solo in a guard shack that morning, that post had been designed as a one-person job since at least 2002.
