Head teachers must be free to suspend or exclude pupils who persistently disrupt the learning of others, a damning report into Scotland's education system has said.
The Commission on School Reform made the plea amid growing concerns over disruption and violence in classrooms across the country.
The report, which was compiled by a cross-party group of teachers, councillors and education experts, warned there is a serious and growing behavioural problem in the nation's schools.
Experts want suspensions – where pupils are removed from school for a short period of time – and exclusions, which can see youngsters permanently barred from a school, to be used more regularly.
