CLEVELAND, Ohio — Cleveland will spend $21 million to upgrade its five police district buildings, fixing long-standing problems that members of city council have been urging Mayor Justin Bibb’s administration to address.

The construction will include roof and window replacements, new HVAC and mechanical systems, LED lighting and rooftop solar panels. Cleveland is also using a unique form of financing that will let the city pay for the construction with savings from energy efficiency and procurement.

Cleveland has contracted with Leopardo Energy, based in Chicago with an office in Cleveland, to handle the construction, track savings and assist with procurement. Representatives from Leopardo told council that construction is expected to start in October and finish in 12 months.
