RICHMOND, Ky. (FOX 56) — A Madison County family’s story has triggered a federal investigation into Kentucky’s organ donation system.

Now, the head of the state’s largest procurement network said sweeping changes are on the way.

A Family's Experience

In 2021, TJ Hoover was rushed to Baptist Health after an overdose. He remained unresponsive for two days before his family agreed to donate his organs.

But his sister, Donna Rhorer, later alleged doctors tried to remove his organs while he was still showing signs of life.

“That took us all by surprise,” said Barry Massa, CEO of Network for Hope, which merged with Kentucky Organ Donor Affiliates (KODA) in 2024.
