INDIANAPOLIS — In an abrupt last-minute move, Google has withdrawn its proposal to build a massive data center in Franklin Township , just minutes before the Indianapolis City-County Council was set to vote on the project.

The rezoning plan, known as "Project Flo," would have converted nearly 470 acres of farmland into a data center campus. Supporters saw billions in investment, jobs and tax relief for Franklin Township schools.

Until Monday night, the project appeared destined for a council showdown. But after weeks of mounting opposition over farmland loss, secrecy and questions about water and energy use, Google pulled the plug before votes could be cast.
