California’s governor has signed into law a measure banning most law enforcement officers, including ICE agents, from wearing face coverings that conceal their identities during official operations. The bill, which takes effect January 1, 2026, aims to “promote transparency and reduce fear in immigrant communities.”

Under the new law, agents are prohibited from using masks such as balaclavas, ski masks, neck gaiters, or other face‐shielding items. Exceptions are allowed in specific circumstances, including undercover operations, medical necessity, or tactical scenarios. Agents must visibly display their agency affiliation and identification.
