A high-risk sex offender who had previously cut off his ankle monitor and skipped out on his halfway house has been released from prison and is living in Vancouver.
The Vancouver Police Department issued a public warning Monday afternoon about Randall Hopley’s return to the community on statutory release, an automatic, supervised release for federal offenders who have served two-thirds of their sentence.
Hopley, 60, was convicted of the sexual assault of a child in 1985 and the abduction of a three-year-old boy in southeastern B.C. in 2011.

While on a previous statutory release in May, Hopley breached his conditions a few hours after he was freed from Mission Institution, leading to a suspension of his release.
