A review of Tasmania's right to information (RTI) system has recommended that all cabinet information be publicly released after 10 years, and advice to cabinet 30 days after decisions are made.

The review by RTI expert Rick Snell and human rights lawyer Tim McCormack made 43 recommendations, describing an ongoing culture of "non-disclosure and obfuscation".

"That culture needs to transform, and I think we've put forward a few steps on the way,"

Professor Snell said.

They were appointed as part of an agreement between Premier Jeremy Rockliff and crossbenchers in the previous parliament, in an effort to improve transparency around Tasmania's equivalent of the freedom of information (FOI) system.
