(WKYT) - In the lead-up to America turning 250 years old, we are looking back every day at ‘This Day In History.’
On this date in 1789, the first proposal of the Bill of Rights was presented to state legislatures.
Representative James Madison drafted the amendments.
The document was used to address concerns about the new constitution. They were worried it granted too much power to the federal government.
The amendments were ratified by the states, and the first ten amendments became the Bill of Rights in December 1791.
