MANITOWOC – The FBI and U.S. Immigration and Customs Enforcement arrested 21 people in Manitowoc County on Sept. 25.

The arrests were announced by the FBI Milwaukee office on X , formerly known as Twitter.

According to the FBI, of the 21 people arrested, all are suspected to be in the country illegally and nine are suspected of being involved with sexual assault and human trafficking of children.

Jennifer Maldonado, executive director of Crusaders of Justicia, an immigrant advocacy organization, said she started getting calls around 5 a.m. that ICE agents were arresting people at a Walmart parking lot in Manitowoc where dairy workers gather for carpooling.

Maldonado said her understanding is that everyone who was arrested is a dairy worker. She said many of them are not involved
