HOUSTON — Teachers in Houston could be one step closer to getting a pay raise promised to them under a new state law.

It comes as a result of a lawsuit against Houston ISD.

The dispute centers around House Bill 2, an $8.5 billion investment in Texas schools. About half of that money was set aside for a "teacher retention allotment," which promises raises based on years of service.

In June, HISD announced it would use an exception in the law to hand out those raises based on teacher performance, but a judge issued a temporary injunction blocking that plan -- for now.

"Prior to this ruling, there was a concern the money would be misspent on things the Legislature did not authorize. Now, teachers can have the certainty that this ruling will protect that money," Houston Federation of Tea
