SACRAMENTO, Calif. — California could become the first state to regulate artificial intelligence, as Gov. Gavin Newsom appeared to signal support for legislation aimed at increasing transparency and safety requirements for large AI models.
While the governor didn’t say which bill, experts believe he was referring to SB 53, authored by Senator Scott Wiener.
Newsom, who vetoed a similar measure last year, told former President Bill Clinton at a Climate Week event in New York that the bill “strikes the right balance” by working with, but not submitting to the tech industry.
If passed, the bill would require AI developers with more than $500 million in revenue to register with the state, share safety plans, report serious problems, and provide whistleblower protections for employees.
