Washington — Congress appears to be barreling toward another government shutdown , with President Trump and congressional Republicans at odds with Democrats over the path forward for averting a lapse in federal funding .
Mr. Trump said Sunday that a shutdown is likely , rejecting Democrats' push for Congress to permanently extend enhanced tax credits for Americans enrolled in health insurance through the Affordable Care Act, which expire at the end of the year.
