COLUMBIA, S.C. — The South Carolina Department of Motor Vehicles (SCDMV) is revising its procedures for issuing commercial driver’s licenses (CDLs) following a new federal ruling.

Effective Monday, September 29, the agency will only issue CDLs or commercial learner’s permits to U.S. citizens or permanent residents with “green card” status.

The change comes in response to an interim final rule from the Federal Motor Carrier Safety Administration (FMCSA) that restricts which applicants state licensing authorities can approve and limits the duration of CDLs issued to lawfully present non-U.S. citizens.
