The city’s controversial plan to permanently reduce Penn Avenue to one lane through the heart of the Strip District came to a halt Monday morning after a judge temporarily granted a group of local business owners’ request for an emergency injunction.

The city of Pittsburgh had planned to start construction on the project on Tuesday, despite objections from a group of local businesses who said the plan will create traffic nightmares and stop people from visiting the Strip.

The Strip District Business Association — which formed to oppose the Department of Mobility and Infrastructure’s effort to replace a lane of inbound traffic on Penn Avenue between 31st Street and 22nd Street with a bike lane and additional parking — had filed a lawsuit earlier this month in Allegheny County Common Pleas
