Town clerk is not some routine clerical position that government officials can just casually fill by picking off a pile of resumes.

It’s a vital elected office with important public functions and responsibilities. It’s so important that it has its own section of state municipal law (Section 30) that takes nearly 1,500 words to describe. And the fact that candidates for the job must win the support of voters emphasizes the practical and political importance of the position.
