NEW ORLEANS — Louisiana could be hit especially hard if the National Flood Insurance Program (NFIP) is allowed to expire at the end of the month. The program, which provides federally backed flood coverage to millions of Americans, is set to lapse midnight on September 30 unless Congress acts.
