Syracuse, N.Y. — Onondaga County Sheriff Toby Shelley has sued the county twice — over the proposed closure of the Jamesville prison and also over who he can hire as top administrators.

Now, Shelley is suing the county a third time to try to force the county to pony up $116,379.15 for the sheriff office’s legal bills.
