CHEYENNE — Ten days after the Sept. 26 death of Ward 1 Councilman Scott Roybal, Cheyenne City Council’s Public Services Committee members voted on a resolution to declare a vacancy in the governing body.

Ward 1 Councilmen Pete Laybourn and Jeff White drafted the resolution with the help of City Attorney John Brodie, which was read at the committee meeting Monday. White said the three wrote paragraphs in the resolution that reflect Roybal’s passion for the community:

“Throughout his tenure, council member Roybal was deeply passionate about his community and dedicated to serving all who call Cheyenne home, consistently demonstrating integrity, compassion and commitment to public service.”
