A Kanawha County judge has ruled that West Virginia’s insurance company could owe up to $1 million per plaintiff in the lawsuits regarding a hidden camera in the locker room of the West Virginia State Police Academy in Institute.

The ruling, written by Kanawha County Circuit Judge Ken Ballard, also gave details about a bucket full of missing evidence in the case. Legal Affairs
