Passengers at Burbank airport faced delays of more than two hours on Monday evening as the control tower was empty due to staff shortages. Air traffic controllers are considered essential workers, so they have to work during a government shutdown but are not paid. Twelve Federal Aviation Administration facilities saw staffing shortages Monday night.
