Russia is waging a targeted “gray zone campaign” against Europe with airspace violations, sabotage and cyberattacks, EU chief Ursula Von der Leyen warned.

The European Commission is preparing a defense plan by 2030 that includes a “drone wall” system to detect and neutralize drones.

Von der Leyen wants at least 65% of EU defense spending to stay in Europe, as two-thirds currently goes to U.S. companies.
