City officials say they were stunned when they learned that a council member wanted to discuss an amendment by substitution that would no longer require mandatory inclusionary zoning in the city of Pittsburgh.

"We were certainly caught off guard," Deputy Mayor Jake Pawlak said after Wednesday's committee meeting. Advertisement

Pawlak was speaking about City Council Member Erika Strassburger's attempt to change the agenda.

"Only to discover this morning that she was seeking to amend the standing committee agenda to bring the IZ bill, the housing needs assessment bill , to the table with a brand new amendment that we had not seen before that made significantly different and more aggressive changes, switching to an entirely voluntary program," Pawlak said.
