Wife of IPS Officer Alleges Systematic Harassment by DGP
CHANDIGARH: Amneet P Kumar, the wife of deceased Haryana IPS officer Y Puran Kumar, has filed a complaint with the Chandigarh Police, seeking an FIR against Haryana DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarniya. She claims that her husband’s suicide was the result of years of systematic humiliation and harassment by these senior officials.
Puran Kumar allegedly shot himself at their home on Tuesday. In her complaint, lodged late Wednesday, Amneet requested the registration of an FIR under Section 108 (abetment to suicide) and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. She stated, "This is not a case of ordinary suicide but the direct result of systematic persecution of an honest officer from a Scheduled Caste community by powerful superiors."
Amneet described her husband as a man of "unimpeachable integrity and extraordinary public spirit" who faced relentless harassment, particularly from DGP Kapur. She alleged that he had informed her of a conspiracy to falsely implicate him in a frivolous complaint.
She specifically mentioned a false FIR registered on October 6 against a staff member of her husband, claiming it was part of a plan to frame Puran Kumar. "This systematic persecution pushed him to his final anguish," she wrote. Amneet also noted that her husband had attempted to reach out to both Kapur and Bijarniya for help but received no response.
In her complaint, she highlighted that her husband had faced caste-based discrimination, exclusion from police premises' places of worship, and public humiliation. She expressed her belief that administrative persecution could lead someone to suicide.
Amneet's complaint included a plea for immediate action, fearing that the influential positions of the DGP and SP could allow them to tamper with evidence or influence witnesses. She stated, "Justice should not merely be done, but seen to be done — even for families like ours, shattered by the cruelty of the powerful."
The Chandigarh Police confirmed receipt of the complaint and stated that an investigation is underway. As of now, both DGP Kapur and SP Bijarniya have not publicly responded to the allegations. Amneet concluded her complaint by emphasizing the need for justice for her husband and their family.
