Toll road giants have had their arms publicly twisted as a state premier denies her intervention is a cry for attention.

Victorian Premier Jacinta Allan released an open letter to Transurban and ConnectEast on Thursday to urge the companies to offer free summer weekend trips this summer.

It comes hot on the heels of promised free statewide public train, tram and bus fares from early December to February 1 to mark the opening of Melbourne's $15 billion Metro Tunnel.

"I'm asking you to join us," she wrote in the letter under a social media post that read "your move, guys".

"Victorians would be thrilled if you offered some savings for them over the summer period on CityLink, EastLink - and the new West Gate Tunnel when it opens."
