WAITEVILLE — Rodney Davis and Tom Wieboldt sat on a small bench perched on a boulder and leaning against the base of the now-shuttered Hanging Rock Tower, their binoculars trained on a patch of tree line on the crest of Peters Mountain a few hundred yards to the north.

There, a small, dark shape could be seen zooming toward them, jinking its way over and through the treetops toward a pole-mounted owl decoy posted at eye-level, about 100 feet away, directly in front of the two men. Outdoor Pursuits
