Homicide is a national nightmare, and there is nowhere its tentacles do not touch.

On Wednesday, the BOLO Program released its annual Most Wanted roster, packed with Canada’s 25 biggest dirtbags, and my colleague Chris Doucette zeroed in on Toronto’s worst. Hometown heroes made up about 25% of the BOLO squad. Yet, there are other lowlights.

While many of the killers are gangbangers, Dharam Dhaliwal, 32, is not one of them. According to Peel Regional Police, he was an abusive thug who, for months, battered his domestic partner, Pawanpreet Kaur, 21, and was arrested on several occasions.
