A measure proposed by Maryland Sen. Chris Van Hollen to limit the president’s ability to deploy a state’s National Guard to another state failed on a party-line vote Thursday.

It comes as President Donald Trump is attempting to deploy the National Guard from Texas and California to Chicago and Portland, Oregon, respectively, as part of his initiative to address crime in major cities. Illinois, California and Oregon have challenged the Trump administration in federal court over the president’s legal authority to use Guard troops to help deal with crime.
