A small plane has crashed along a highway in southeastern Massachusetts, killing both people on board.

The crash happened early Monday amid rain and strong winds.

Authorities say another person on the ground was injured. Videos show smoke rising from blazing debris on Interstate 195 in Dartmouth, about 50 miles south of Boston.

The Massachusetts State Police say the plane might have been trying to land at New Bedford Regional Airport, but no flight plan was apparently filed.

The Federal Aviation Administration and the National Transportation Safety Board were unable to respond to inquiries due to the government shutdown.
