Delhi-NCR Faces GRAP-1 Restrictions as Air Quality Declines

The Commission for Air Quality Management (CAQM) has implemented Stage-I of the Graded Response Action Plan (GRAP) in Delhi-NCR due to worsening air quality. The Air Quality Index (AQI) in the region reached 211, categorizing it as 'poor'. This decision comes just before Diwali, with forecasts indicating continued poor air quality in the days ahead.

Under Stage-I of GRAP, several measures are now in effect to combat pollution at its source. These include mandatory dust control at all construction and demolition sites, with projects over 500 square metres required to have an approved dust management plan. The use of diesel generators is restricted, except for emergencies, and open burning of waste is prohibited.

Additionally, coal and firewood cannot be used in roadside food stalls and commercial kitchens. Restaurants and eateries must switch to cleaner fuels like electricity or gas for cooking. Vehicles that visibly pollute can be fined or impounded, and traffic regulations will be enforced, including having traffic police at key intersections and encouraging drivers to turn off engines at red lights.

Older diesel vehicles (over 10 years) and petrol vehicles (over 15 years) remain banned in Delhi. Residents are encouraged to avoid idling and consider using hybrid or electric vehicles. Polluting industries and thermal power plants within 300 km of Delhi will also face enforcement actions.

RK Agrawal, Director (Technical) and member convenor of the GRAP sub-committee, emphasized the need for strict monitoring and enforcement of these measures. Citizens are urged to adhere to the guidelines outlined in the GRAP Stage-I charter as the situation continues to be monitored closely.
