Airports in at least six U.S. cities have declined to play a video blaming Democrats for the government shutdown.
The video, which began playing at airports last week, featured Homeland Security Secretary Kristi Noem warning travelers of impacts to Transportation Security Administration operations because "Democrats in Congress refuse to fund the federal government." Representatives for airports in Charlotte, Phoenix, Portland and Seattle told USA TODAY they would not play the video.
Kara Hansen, a spokesperson for the Port of Portland, said they received a request from TSA to play the video, but "we did not consent to playing the video in its current form, as we believe the Hatch Act clearly prohibits use of public assets for political purposes and messaging."
"Additionally, Oregon law states no public employee can promote or oppose any political committee, party, or affiliation," the email continued. "We believe consenting to playing this video on Port assets would violate Oregon law."
The Hatch Act limits certain political activities by federal employees – and some at the local level who work with programs that use federal funds – according to the U.S. Office of Special Counsel.
Jon Brodsky, a spokesperson for Phoenix Sky Harbor International Airport, stated that the airport declined to post the video in accordance with its policy. "The policy does not permit political content," he said in an email.
The Charlotte Douglas International Airport said North Carolina municipal law and airport policy "do not permit the referenced video," while the Port of Seattle said Seattle-Tacoma International Airport would not display it due to its political nature.
The Indianapolis International Airport and the Des Moines International Airport will not show the video, either, representatives told the USA TODAY Network.
"It is TSA's top priority to ensure that travelers have the most safe, pleasant and efficient airport experience possible," the Department of Homeland Security’s Assistant Secretary for Public Affairs, Tricia McLaughlin, told USA TODAY in an emailed statement. "However, Democrats in Congress refuse to fund the federal government, and because of this, most of our TSA employees are working without pay. While this creates challenges for our people, our security operations remain largely unimpacted at this time."
Democrats and Republicans have blamed one another for the now 14-day-long shutdown.
Parts of the travel sector have been strained by the shutdown, with delays growing at some airports amid air traffic control staffing issues. The U.S. Travel Association said the American travel economy will lose $1 billion per week.
