20 years of delivering relief for Dare residents

The Outer Banks Relief Foundation has provided $4.5M to nearly 1,700 families

When Emily Whitesell Elliott found out she had breast cancer in 2023, it was a frightening moment. Many thoughts raced through her mind.

“You get the treatment, you go to all the doctor appointments, you try to take care of yourself, you work if you are able,” Elliott said. “Then the bills start coming and start piling up. Just paying the minimum amount each month is sometimes too much.”

When the expenses became overwhelming, a friend who understood the stresses of a cancer diagnosis filled out an application for her with a local organization that could help. That organization was the Outer Banks Relief Foundation, which is
