SACRAMENTO COUNTY, Calif. —

Some California voters have expressed concerns about the design of mail-in ballot envelopes for the special election in November.

The envelopes feature three holes that may expose votes on Proposition 50 when they are filled out.

These holes serve a dual purpose. The two front holes guide visually-impaired voters on where to sign, and the hole in the back of the envelope helps workers verify that every ballot has been counted, as an empty hole indicates an empty envelope.
