INDIANAPOLIS — New reporting by the Indy Star and Mirror Indy this week confirmed rumors of a romantic relationship between ex-Deputy Mayor Thomas Cook and then-Metropolitan Development Director Scarlett Andrews that may have benefited developers Cook represented before Andrews and the Department of Metropolitan Development seeking tens of millions of dollars in city support and tax breaks.
