In 1979, Kay Docherty, aged 16, and her friend Toni Cavanagh, aged 15, went missing .

The high school students were last seen at a bus stop in Shellharbour. They had planned to hitchhike to Wollongong to go to a disco.

In the 46 years since, the lives of the Docherty and Cavanagh families have been left in limbo .

But, on Wednesday, October 15, a motion was passed in NSW Parliament to commence an inquiry into missing person cases and unsolved murders.
