Stores that have committed to the shopping center include Costco, Target, Whole Foods and four others.
The main objection to the rezoning from nearby residents has been the increased traffic from the shopping center on already congested roads.
The proposed shopping center with Costco, Target and Whole Foods on Route 24 between Lewes and Rehoboth has cleared a hurdle.
The Sussex County Planning and Zoning Commission approved the rezoning request by a vote of 4-1 for the Atlantic Fields shopping center by applicant Mulberry Knoll Associates on Oct. 15.
The next step is a public hearing scheduled at the Sussex County Council meeting on Oct. 21.
