The installation of smart meters has been one of the most debated issues in Kashmir, with residents opposing them for being more expensive than previous meters.
Over the past few years, hundreds of protests have been held across the region against the rollout. During the election campaign, Abdullah criticised the meters and told voters that he would address the issue after winning office.
In a press conference, Omar has described prepaid electricity meters as similar to prepaid mobile phones. He said consumers pay first and then use electric
