A prominent Vancouver historian and former city councilor issued a public apology on Monday after photos of the costume she wore to a Halloween party spread across social media over the weekend.

Pat Jollota, who served on the Vancouver City Council in the 1990s and early 2000s, attended a costume party on Saturday dressed as a masked U.S. Immigration and Customs Enforcement agent.

Jollota said the outfit was meant to be “commentary, not an endorsement.” Under the direction of President Donald Trump, ICE has been forcefully detaining and jailing people — including at least 170 U.S. citizens — across the country and using tear gas against peaceful protesters and journalists.
